Project Overview
The award-winning YVR Pier C CATSA Plus Conversion project involved constructing a new security checkpoint in Vancouver International Airport’s (YVR) domestic terminal. This milestone project introduced CATSA / ACSTA Plus CT X-ray technology, making YVR the first airport in Canada to implement this cutting-edge system. The technology significantly enhances passenger safety, efficiency, and the overall travel experience. The project was delivered to YVR on time and under budget with zero lost-time incidents despite an accelerated construction schedule.
Whelan Construction was awarded Gold at the VRCA Annual Awards of Excellence for our work on this exciting project.

Scope of Work
- Phased Deconstruction: Removal of the existing security checkpoint, retail stores, queuing areas, and auto walks.
- Structural Seismic Upgrade: Strengthening of the terminal’s structure to enhance earthquake resilience.
- State-of-the-Art Electrical Systems: Construction of a new electrical room and the installation of advanced equipment to support CATSA Plus technology.
- HVAC & Environmental Controls: Introduction of electric makeup air units to improve heating and cooling efficiency.
- Aesthetic & Functional Enhancements: Installation of a fully interactive digital entrance portal to elevate the passenger experience.
Key Challenges & Solutions
This high-profile project required extensive logistical planning across multiple airport operations, including:
- Baggage Handling Systems: Ensuring minimal disruption to ongoing airport operations.
- Apron & Airside Coordination: Managing work in high-security areas while maintaining compliance with aviation safety regulations.
- System Lockouts & Safety Measures: Implementing phased construction plans to prevent operational disruptions.
- Curbside Coordination: Managing passenger flow and maintaining accessibility throughout construction.
Through close collaboration and precise planning, the project was delivered without compromising safety or operational efficiency, aligning with YVR’s commitment to a world-class passenger experience.
